The year 2022 was a period of marked complexities and multiple challenges in the international, national and local arena. It was up to the municipality to overcome the difficulties, aggravated by the pandemic, and achieve greater integration to promote development. With the defined strategy, the CAM advanced, consummating in 2022, laudable results in favor of the people.
ECONOMY
Guantánamo managed to reduce the budget deficit by more than 6 million pesos. Net sales were exceeded by an estimated 2% of 134 million 719 thousand 300 pesos. We also have 33 Development Projects, of which 12 are Municipal Initiatives and nine International Collaborations, which will contribute to the long-awaited progress of the municipality.
It is worth noting that, despite the limitations, 30 million pesos were allocated to transform 29 communities in a vulnerable situation and 1,022 people benefited with in-kind aid.
INVESTMENTS
Guantanamo completed 85 homes through the state highway, 39 of them, in vulnerable communities for 45% of the annual plan. In addition, 133 properties were completed by own effort and 20 Basic Housing Cells.
The FAR built a building in the Reparto Obrero with 8 apartments.
Treatment was given to 12 mothers with three or more children under 17 years of age, 4 were bought a house and 8 had subsidies, 5 for chronic health conditions.
In all the People's Councils, procedures were carried out by the Housing Directorate and the Territorial Planning Department for the legalization of housing.
In the communities
Marseillaise: the uprising for the legalization of housing is over.
Santa Rosa: Today it has a Children's Home, renovated landscaping, a perimeter fence, and the lifting of the houses to be legalized has been completed.
Casa de Piedra: Modules were delivered to mothers with more than 3 children, a mother benefited from a home and the community Children's Park was finished.
La Sombrilla: The Municipal Labor Directorate delivered 43 in-kind aid modules to vulnerable families, the monument to the 7 martyrs was restored, two telephone services were installed, water pumping was improved, and 5 homes were assigned.
Arrollo Hondo: the playground was completed, 12 homes were delivered, the road and the medical office have been rehabilitated, as have the hydraulic networks. In addition, the Gastronomic Complex with various services was built.
Cecilia: the embankment, the access to the Giralt and the aqueduct system were repaired. The winery was built, the construction materials mini industry was modernized, the Giralt school and 13 houses were completed. It also improved the primary school and the SAF.
Raposo: Comprehensive maintenance was given to the community playground.
Ho Chi Minh: The La Carpa gastronomic unit was revived. The sidewalks and curbs of the community and the access road were completed.
San Pedro II: 6 homes were rehabilitated and a new one is being built.
Palmira: EPMALCO built 3 homes.
In these communities, the Labor Directorate assisted 843 mothers with more than three children, 1,914 elderly people living alone, 6,365 vulnerable families, and 1,056 groups of single women with minor children.
DEFENDING
The works of the theater of military operations are 100% completed. The preparation of the force was 100% fulfilled with the call to the Active and Volunteer Military Service for Women.
The Territorial and National Defense days were carried out as planned in 8 Zone Defense Councils and exercises were carried out in 5.
The entities comply with the plans established in the Life Task for the prevention of vulnerabilities and risks.
Food production
The sowing of the cold campaign was completed with a growth in rice. A B evaluation was obtained in the national visit of urban agriculture, we increased the number of organoponics to 8 and reached 11.6 m² per inhabitant with 8 thousand 92 patios and plots.
We are working with commendable results in the production of root vegetables in 6 productive micropoles (Arroyo Hondo, Lajas-Paraguay, La Jabilla, Montgomery, Tumbalabana and Chutines). Arroyo Hondo continues to grow in areas.
We have new alternative sources of electricity: 11 windmills, 4 panels and 11 biodigesters for waste treatment and power generation.
SERVICES
The rehabilitation of the Cadena del Pan to the bakery on 15 North between 1 and 2 West was important in the municipality, while work was being done on the grandparents' houses of San Justo and Carlos Manuel.
To mitigate the impact of the drought, Acueducto builds the Jaibo-Bano conductor, the comprehensive rehabilitation of the connections in the Girasol, Delirio I and II, Raposo, Chutines, Santa María and Palmira neighborhoods, 2800 meters of water meters were placed. In addition, electrical services were expanded.
Etecsa managed to commission three radio bases, installed 441 new telephone services in San Justo, 1ro de Mayo, Reparto Obrero and Villa Toa.
2,380 pits were cleared, obstructions removed, and manholes, gullies, and trenches cleaned.
It was possible to solve old approaches; maintenance of lighting in Plaza 24 de Febrero, Antonio Maceo and La Edad de Oro parks, and Plaza Elio Revé; the ornamental pruning of the Martí park; and the renovation of funeral homes. As a sign of our solidarity, after Hurricane Ian passed through the West, support brigades were set up in our municipality.
In terms of Education, 99.4% teacher coverage is reached compared to classrooms with no alternative solution. Health totals 2 thousand 97 live births with more than 100 births, the indicators of late fetuses and low birth weight with less than 31 improve. We exceeded the cases in the Infertility Consultation, with an effectiveness of 14.1 percent of pregnancies.
The coverage of doctors in primary care remains stable and the program for the application of vaccines is complied with.
Culture consolidated the Artistic Units of the Fan Movement (MAA) in favor of the cultural programming of the territory.
Tours were carried out in support of the Family Code, for SUMMER and the CUBAVA TOUR in salute to the Triumph of the Revolution. The event Los Cruzados en la Ciudad was held.
The planned events and conferences were developed: the 43rd Week of Culture, the Paraguayan and Cecilia Culture Day and events at the Casa de la Cultura.
The conservation and restoration program for sites, plaques, and monuments was completed, including the Arroyo Hondo monument, the monument to the martyrs of La Sombrilla, the 4 de Agosto obelisk, and the Mambisado Guantanamero Mausoleum.
The 29 vulnerable communities and those of the II ring were attended with systematic activities and the status of outstanding municipality of the sector at the province level was achieved. Likewise, the Chocolate con Café festival was developed with international participation, bringing together new actors in the first BioCuba 2022 International Forum.
Sports won awards at the provincial level such as the A Jugar Program; first national place in the Monitors contest and third in the circles of interest contest, as well as recognition during the national virtual Cubaila.
The EIDE contributed 105 athletes in 18 sports and the delegation of the provincial teams that participate in first category national events, sports: Chess, Athletics, Basketball, Baseball, Boxing, Cycling, Fustal, Soccer, Karate, Softball F and Volleyball.
We got 1st place in the provincial little league baseball event. 4 athletes, 1 guide and 1 coach contributed to the national athletics championship for the disabled, in addition to contributing to other victories such as that of the Baseball Five team.
During this year we also received visits from the Government, the Party and Parliament, highlighting the presence of the President, Miguel Díaz-Canel Bermúdez in the Casa de Piedra community, one of the 27 that in the Guantánamo municipality are in a situation of greater vulnerability.
It even reached the Arroyo Hondo productive pole, located in the Guantánamo municipality. Later, there he learned about the efforts to recover areas previously infested with marabou and now dedicated to the production of crops.
Unfortunately, DEFICIENCIES persist in the control and confrontation with crime, abusive prices, indiscipline and illegalities.
23 companies default on net sales. There is a breach of 28 physical productions out of 40 selected, 70% of the total.

The lack of material resources, the shortage of medicines and other deficiencies hit the town hard, although efforts were made to reduce their impact.
Insufficient follow-up to the solution of the proposals of the 1st, 2nd and 3rd process of accountability of the delegate to his constituents and of the proposals by office persists, as well as breaches of contracted commitments. There are irregularities in the delivery of the basic basket and the entry of raw materials such as flour, which affected services such as bread production.
Add to this the breaks in technological equipment and means of transport.
Limitations on fuel, parts and spare parts continue, and irregularities in the supply of electricity have put the municipality in serious difficulties.
In general, for the coming period, the GOALS are to reduce the budget deficit and increase retail merchandise circulation, grow in net sales by more than 15%, gain in efficiency and effectiveness.
Achieve better control of food production and marketing, to advance food sovereignty, transform the housing fund and the service infrastructures of the municipality and nearby communities, whenever possible, linking the people and the new forms of management (State and Non-State), caring for the vulnerable and being sustainable once invested and completed to achieve the progress Guantanamo deserves by 2023.
