Under the protection of article 192.1 of Law 132 on the organization and operation of the Municipal Assemblies of People's Power, Guantánamo began to restructure the leadership of the municipality's Popular Councils.
The first meeting held was in the Rubén López Sabariego Popular Council, which was chaired by Idaliena Diaz Casamayor, President of the Municipal Assembly of People's Power in Guantánamo and deputy to the Cuban Parliament, accompanied by Rider Enrique Mastrapa Laborí and Damaris Vadel Portuondo, Vice President and Secretary of the body itself, respectively.
In addition, Eduardo González Millán, Official of the Independent Group of the National Assembly of People's Power, as well as factors and residents of the community, who elected, voluntarily and on the merits that the people themselves enunciated, in the position of President , the citizen Guillermo Díaz Torres and as Vice President, Jakelin Lores Díaz.
It is worth remembering that, according to the Constitution of the Republic, the Popular Council represents the population of the demarcation where it operates and, at the same time, the Municipal Assembly. It exercises control over local production and service entities and works actively to meet the needs of the economy, health, care, education, culture, sports and recreation, as well as prevention and social care tasks. promoting the participation of the population and local initiatives.
Its management is responsible for systematically supporting the work of the delegates, guiding them and offering them information so that they can fulfill their responsibilities more efficiently; individually control production entities and local incidence services; organize the holding of meetings or offices with officials of the entities of the demarcation, to know, check, coordinate activities, and attend to the processing of the proposals of the voters and render an account before the Popular Council of the fulfillment of its powers, among other tasks.
