The analysis of the main problems that affect the production of bread and the supply of water in Guantánamo focused the debates of the Municipal Assembly of People's Power of Guantánamo, this Saturday, October 29, from the provincial PCC theater.
When reviewing the issue, the Services Commission explained that there are 27 bakeries and all of them underwent quality control, as a result of this exercise and the exchange with the people, the remaining deficiencies in said provision were verified.
After listening to the report of the Permanent Commission, several constituency delegates intervened demanding more control and inspection of the quality of the bread, especially of the raw material; respect for the consumer, rigor and systematicity and the need to immediately transform the problem that generates discomfort and loss of resources due to poor handling.
The Mayor, Rolando Castillo Hernández, recognized the insufficiencies and assured that the Municipal Administration Council in Guantánamo notes and follows up every concern of the people, and has also held continuous meetings in the face of the tense situation that is being experienced, thinking of alternatives, but the negligence is clouding everything that is done and we must eradicate them.
Henry Rodríguez Terrero, President of the Municipal Assembly and deputy to the Cuban Parliament, for his part, told the CAM to apply exemplary measures, work more and better to eliminate the mistrust that the population has in relation to this issue. The Popular Councils must also be more demanding, since they have the power to publicize the inappropriate actions of an administrative officer and demand his immediate replacement.
Another issue debated in the AMPP was the National Program for the Advancement of Women. This implies improving care for pregnant women in the workplace.
The delegates agreed that the University should be more linked to the Program. In addition, Guantánamo still has to do more in favor of the economic empowerment of women, especially now that more than 70% of the cadres of the municipality are women.
An important moment was the point at which Vice Mayor Osmel Quintero presented the proposal for the reorganization of the Technical Services and Accommodation Company, the greatest change will be seen in the first institution where 9 units will be state management and 30 will be tendered for non-state management. It is insisted that the most important thing is not the type of management but to win in quality of the offers.
High points of the Assembly resulted from the report of the Education, Health, Communal, Sports, Culture and Science Commission on the behavior of the Maternal and Child Program, and of the Services Commission, on the water supply.
From the PAMI, the diet of pregnant women was criticized, while at the same time it was urged to achieve more effective care for pregnant women from recruitment, as well as attendance at medical consultations. Likewise, the need to prevent teenage pregnancy as a family responsibility was pointed out.
The PAMI is an essence within another essence, but it does not show encouraging results due to low birth weight and other pathologies that we must detect and prevent, said Henry Rodríguez Terrero, President of the Municipal Assembly.
Presented the report of the Commission of Hydraulics, Energy and Investments on the supply of water to the population, the delegates and the people, through social networks and telephone calls, pointed out as anthological evils, the presence of leaks in different arteries of the city, the difficult situation of the towns of Maquey and San Justo, the latter with several thefts of access keys, still without a legal solution. The delay in the transfer of water in pipes to the Coquitos de Jaibo community and other disagreements that lacerate the service were denounced.
The Vice-intendent of the Administration Council to attend to the Services, Ramón Guzmán, ratified the commitment of said body with the eradication of leaks as a priority.
After the intense debate, the premise was the need to continue working, more attached to the people, as part of that process of continuity to the improvement that the system of popular power is undergoing.
It is urgent to reinforce and strengthen the work of the delegate, the management of popular power and confidence in the political system, improve the functioning of the system of organs of popular power, the mechanisms of popular participation and control, renew the methods and style of work of the cadres, develop a communication strategy that allows the exchange with the population and anticipate, confront and counteract the enemy's subversive actions, based on the principle of doing things well.
