The presentation and debate of the Budget for 2023 centered the first session of the Municipal Assembly of People's Power in Guantánamo, corresponding to the eighteenth term of office, which was chaired by Idaliena Diaz Casamayor, President of the Assembly, accompanied by Rider Enrique Mastrapa Laborí and Damaris Vadel Portuondo, Vice President and Secretary of the body, respectively.
Intense was the analysis of delegates at the meeting, which was also attended by Emilio Matos Mosqueda, Governor of Guantánamo, Rafael Pérez Fernández, First Secretary of the Party in the province and deputy to the Cuban Parliament, and Yucleidis Ramírez Ramírez, First Secretary of the Municipal Party Committee.
The role of the Administration Council in checking and controlling, linking with neighborhoods and communities, and monitoring of the Permanent Work Commissions, will be vital for an adequate execution of the budget, as stated by Regla Martínez Echavarría, district delegate 44, of the Pastorita Popular Council.
After presenting the plan for the economy and the Budget for the year 2023 and having heard opinions about it, the Governor, Emilio Matos Mosqueda, pointed out that the Board of Directors has to design a strategy that ensures compliance with that plan and makes it clear how each agency is going to pay taxes on that budget. "From the Provincial Government we will accompany the Guantanamo municipality in relation to the issue".
Idaliena Diaz Casamayor, President of the Municipal Assembly of People's Power in the presentation of the Economy Plan and the Budget for the year 2023, insists that in its application there must be science, meticulous work on accounts receivable and payable and the chain defaults, and require our companies to comply with the indicators and physical productions. Internal control mechanisms must be strengthened and the Administration Council must design communication actions that allow popular participation in the control of budget execution.
During the session, the permanent commissions for the XVIII Mandate Period and the work guidelines of the permanent commissions for the year 2023 were approved.
When analyzing the plan of measures for the treatment of the deficiencies identified in the parliamentary visit, delegate Héctor Constantino Thompson Wint, from constituency 54, of the Central West Popular Council, proposes to review some of the measures designed, since they are very general and require specify the way in which they will be fulfilled in practice.
Rolando Cantillo Hernández, Mayor of Guantanamo reported the proposal for the organizational structure in the Municipal Administration of Popular Power in the I ordinary session of the XVIII Mandate Period of the Municipal Assembly of Popular Power, which includes areas of Information Technology and Communications, Territorial Development Management , Heritage and Investments, Inspection Supervision and Foreign Trade and Foreign Investment.
On the subject, the delegate Iraudis Rivera Barnes, from district 103, of the San Justo Popular Council, proposes carrying out load and capacity studies in each administrative entity.
In the Assembly, the temporary commission that will rule on the rendering of accounts of the Board of Directors, on its integral management in the year 2022, was also presented and then the movement of nomenclature cadres of the body itself was approved, where Jesús Portes Belicer was replaced from the position who worked as Vice-Intendant of the Administration Council to attend to the Economy.
At the closing of the great meeting, the Secretary of the Communist Party of Cuba in the Guantánamo municipality, Yucleidy Ramírez Ramírez, expressed that the year 2022 has been difficult, with many challenges for the population and for those who are in charge of running the province.
“We have many challenges in terms of economic management, we must work towards strict compliance with the measures approved in the business sector as the engine of our economy. In each work center, of production, it must be discussed how it is managed and how it can be more productive and efficient and thus create quality goods and services for the people".
