The XXXII ordinary session of the Municipal Assembly of People's Power in #Guantánamo, held this Saturday, July 30, analyzed the preliminary draft of the Plan of the Economy and the Municipal Budget for the year 2023, as well as the execution of the Budget at the end of the first semester of 2022.
Rafael Pérez Fernández, a member of the Central Committee of the Party and its first secretary in the province, expressed in this regard that the draft should materialize as the creation of new sources of employment. In addition, both at the Assembly and constituency levels, all the indicators must be analyzed comprehensively and followed closely.
He suggested taking the draft Budget to the population, explaining the reason for each request, what was approved and what was not, in addition to thinking together what we should do to generate income and monitor what the entities around us do for it, since we have to banish loss-making companies from our municipality, as well as corruption and illegalities, and only with the people and the Party united can this be achieved.
The plan of measures of the Council of the Municipal Administration was also analyzed to deal with the deficiencies detected by the visit of the Secretariat of the Central Committee and its auxiliary structure.
Referring to one of the accusations related to the combat on social networks, the delegate Annielis noted that it includes not only cadres, officials and workers with access to mobile data from institutional phones, but all revolutionaries, since the "defense of the country is priceless".
Mayor Rolando Cantillo Hernández clarified that the plan was extensively analyzed in the Municipal Administration Council, but it will always be possible to enrich it to achieve more transformative actions.
Another point of debate was the results achieved in the attention to the population and the analysis carried out by the Municipal Administration Council on the April-June 2022 quarter.
There were several interventions by constituency delegates. The need to reach higher levels of attention to people was discussed, and emphasis was placed on the poor construction conditions of some entities such as Physical Planning and the Municipal Directorate of Labor and Social Security, which undermine adequate attention to the population. .
Cantillo Hernández, referring to the issue, assured that an action plan was approved to better serve the population, which has a systemic control, although there are problems that are macro and require infrastructural changes. At the moment, the follow-up of the most complex cases is improved and "we continue the link with the delegates and other representatives of the people to seek solutions or answers that generate satisfaction."
Yucleidis Ramírez Ramírez, Secretary of the Party in the municipality, emphasized the need to give a timely and adequate response to the population that complains about certain issues. Attending to the people is the primary task of the cadres, but above all of the constituency delegates.
The last point seen was the report of the commission that deals with Services and Procedures on the situation of passenger transportation in the municipality, until June, limited by fuel and the high deterioration of the CDT (coefficient of technical availability). Of a travel plan of 9,655, only 4,516 were made for 46.8%. In fuel, 55.2% of the plan assigned in the month was worked on. The lack of trips made has an unfavorable economic impact on the income of the territory.
Dissimilar were the opinions of the constituency delegates on the situation of passenger transportation in the municipality. The lack of awareness of state drivers who do not pick up people at the collection points identified in the city was mentioned with special emphasis.
The high prices illegally established by individuals were discussed, to which the Director of Transportation replied that in the coming days measures will be taken to confront illegalities such as the interruption of the contract to those who apply abusive prices for the passage in leased cars.
The Mayor, Rolando Cantillo, also spoke on the subject, pointing out that there is certainly a lack of control and systematicity in the actions of prevention and eradication of evils that affect the people.
Henry Rodríguez Terrero, President of the Municipal Assembly of People's Power in Guantánamo, proposed as a response to this problem to include in the City Ordinances the obligation for all state means of transportation to pick up the population at the embarkation points.
Likewise, through the media and social networks, the population will be able to learn about the measures applied to those who, insensitively, do not comply with the collection of Guantanamo residents. Both proposals were approved unanimously.
At the close of the Municipal Assembly of People's Power, Yucleydys Ramírez Ramírez spoke, reflecting on the importance of extreme control as a mechanism to take advantage of the reserves that exist to generate income for the economy and eliminate illegalities, an evil that harms not only the pocket of the population but the local economy.
“We need everyone to do what they have to do, with the weapon of popular control, facing crime and those who mismanage or divert the resources of the State and the people. Current times require more dialogue and cooperation with the people, especially now in the fight against dengue and in view of the referendum on the Family Code, which should be a sign of the high support of the population for Socialism”, he stated.
